Vice President and General Manager
Jay Moorman serves as Vice President and General Manager of the Ontario Systems state and local government business unit and is responsible for its daily operation, strategic direction, and financial results. In this role, he is also responsible for the oversight and operational work of Justice Systems.
Jay joined Ontario Systems in 1994 and has held a variety of roles here including Client Executive, Vice President of Transformation, and Vice President of Client Services. With a passionate focus on customer satisfaction, he has been the driving force behind many of Ontario Systems’ greatest service innovations, helping the organization to continually reinvent itself with its customers in mind.
Jay holds a degree from the University of Louisville.
Tessa Rye serves as Director at Ontario Systems, bringing with her more than 20 years of experience with Justice Systems as the Training and Customer Support Manager and Product Manager. Throughout her time with Justice Systems, she has been involved in training, system analysis and business process engineering consultations for courts of all levels of jurisdictions and size, and currently focuses on overseeing software telephone support, as well as the production of product documentation and training materials. She continues her role at Ontario Systems as a key player in the direction of product and business development.
Prior to joining Justice Systems, Tessa worked as a bailiff, relief clerk, and court clerk and during that time assisted in the implementation and training of new software which provided her invaluable experience and insight into the needs of today’s modern court systems. Tessa holds a Bachelor’s degree in Organizational Communication from Idaho State University.
Ernie Sego serves as a Vice President at Ontario Systems and is the driving force and visionary behind Justice Systems’ court case management solutions. As co-founder and former President of Justice Systems, Ernie has been providing software solutions to the private and public sectors since 1979. He began his career in the USA Division of Burroughs Corporation as a major accounts manager in the financial business sector, and in 1988, transferred to the international division of Unisys where he was later appointed General Manager of Unisys World Trade, Inc. When he founded Justice Systems in 1995, he focused the company’s efforts on providing court and prosecutor case management solutions to justice agencies.
Ernie holds a Bachelor’s degree in Business Administration from Brigham Young University.
Chief Technical Officer
With more than 30 years of professional management and technical achievements in the software and technology industry, Jim Mortenson serves as Chief Technical Officer at Ontario Systems and held this role at Justice Systems since 2008. In this role, Jim focuses on all aspects of the software development lifecycle, and management of professional service contracts.
Prior to joining Justice Systems, he co-founded and operated a software consulting business, managing more than $6 million in software professional service contracts for high-profile companies, including Intel, Motorola, EarthLink, Nortel Networks, Symantec, and McAfee. He also managed a platform restructure for a J2EE/Oracle based messaging service which increased scalability from 1,000 to over 100,000 concurrent users in less than five months.
